A Name Written into a Central Document for the First Time
The document covers far more than the two characters of "ICH": movable relics, immovable relics, archaeology, museums, historic cities, districts, towns and villages, intangible cultural heritage, national cultural parks—listed one after another.
In Section 12, "Organizational Safeguards," Article 30 writes in a body whose name had not formally appeared before: improve the working mechanisms for cultural heritage protection and transmission; the Central Cultural Heritage Protection Commission shall play the role of overall coordination, comprehensive advancement, and supervision of implementation, and its Office shall drive and organize the work.
Three roles are named in a single sentence: overall coordination, comprehensive advancement, and supervision of implementation.
It oversees not one category of heritage but the larger basket of "cultural heritage." In the past, relics belonged to one line, ICH to another, old buildings to housing authorities, and cross-cutting projects needed layer upon layer of coordination; now these matters sit within a single framework.
Section 7 is titled "Solidly Advancing the Protection and Transmission of Intangible Cultural Heritage," and its three articles are all actionable.
Article 16 addresses the system: continue the ICH documentation project and improve archival systems; refine the dynamic adjustment mechanism for representative-item lists; strengthen support for items in urgent need of protection; and improve the heritage-bearer list system and its pipeline.
Article 17 addresses standards: advance the transmission and revitalization of traditional festivals and crafts; upgrade ICH workshops and deepen ICH's role in upgrading classic historical industries; and raise the level of copyright protection for folk arts.
Article 18 addresses something long overlooked: the villages, lanes, stage platforms, ancestral halls, and gardens that ICH depends on—these cultural spaces are to be protected too. The document also calls for exploring new contemporary expressions and new forms of reasonable use, and improving transmission and experience facilities.
Two other passages bear directly on ICH: Article 2 calls for coordinated protection of tangible and intangible cultural heritage, and Article 3 explicitly calls for revising the Intangible Cultural Heritage Law.
For those taking ICH overseas, Section 11, "Deepening International Exchange and Cooperation on Cultural Heritage," deserves a word-by-word reading.
Article 29 states: actively participate in the nomination and protection of world cultural and natural heritage, the Intangible Cultural Heritage of Humanity, the Memory of the World Programme, and Globally Important Agricultural Heritage Systems, and strengthen coordinated guidance for nominations; abide by the protection and management requirements of international conventions, and actively participate in shaping international rules and standards.
Read together, "strengthen coordinated guidance for nominations" and "participate in shaping international rules and standards" point one way: going global will weigh rule alignment and consistency more heavily.
Article 28 adds that cultural heritage should play an important role in advancing the Global Civilization Initiative, deepening practical cooperation with UNESCO and other international organizations and multilateral mechanisms.
Article 31 addresses funding: focus on protecting the objects themselves, rescue endangered heritage, make funds effective, optimize joint applications for key projects, use existing funds well and broaden channels; support the protection of cultural relics through the central special lottery public welfare fund; and explore insurance mechanisms.
Article 33 addresses evaluation: the Commission's Office will organize assessments of the plan's goals and major projects, conducting a mid-term review by the end of 2028 and a final review by the end of 2030, with reports submitted to the Commission.
Alongside coordination comes restraint. Article 22 states: guide the reasonable and moderate use of cultural heritage, and prevent valuing use over protection, tourism over culture, and excessive commercial development.
A plan has made clear who coordinates; what follows is implementation layer by layer. For a craft, being placed within the national framework of cultural heritage means it is no longer watched over by a single department alone—the street it lives on, the village, the stage platform are on the protected list as well.
The above is a personal reading only; the official texts shall prevail.
