English

Let us be precise about the name. "Historic classic industries" refers to industries with long lineage and cultural depth—silk, tea, porcelain, traditional Chinese medicine, brewing, arts and crafts, and the Four Treasures of the Study. The Opinions were jointly issued by six departments, approved by the State Council, document number MIIT-Lian-Xiaofei [2026] No. 204, printed on August 28, 2026 and made public on September 7.

The scale is far from small. According to figures released by the ministry at a State Council Information Office press conference on September 7, 2026, representative trades within these industries count about 25,000 above-scale enterprises, nearly 3.5 million employees, and roughly 8 trillion yuan in annual revenue (based on incomplete statistics).

By 2028: cultivate 50 leading enterprises with revenues of ten billion yuan, shape 100 famous Chinese consumer brands, and build several hundred-billion-yuan industrial clusters. By 2030: cultivate a group of world-class enterprises and renowned brands, moving toward the middle and high end of the global value chain. (Opinions on Promoting the High-Quality Development of Historic Classic Industries, six departments including MIIT, 2026)

The document lays out twenty tasks in five areas. Reading it through, three stand closest to the people who actually make things.

First, the industry will be mapped. The document calls for a systematic inventory of key objects of protection and transmission, compiling industry catalogs and distribution maps, and building production areas with distinctive strengths. Put plainly, the state first wants to know which crafts live where and who practices them—being seen is the precondition of being supported.

Second, old crafts are to be connected with new methods. The document promotes upgrading toward higher-end, smarter and greener production, while stressing the rescue recording of core techniques and the restoration of original processes. In other words, technology is invited to help, not to replace—the document draws this line clearly.

Third, quality and standards are now on the table. The document calls for leading the industrial ecosystem through trademarks, brands, quality and standards. At the same September 7 press conference, the State Administration for Market Regulation mentioned the national standard "General Technical Requirements for Lacquerware," which sets clear requirements for raw materials and lacquer films. For the lacquer trade, "good" is turning from a master's tactile judgment into clauses one can check against.

The document devotes its fifth area to "international development": building multi-channel platforms for going global, strengthening promotion, and integrating into the international high-end consumer market. This connects with the 2021 Opinions of the General Office of the CPC Central Committee and the State Council on further strengthening the protection of intangible cultural heritage, which encouraged heritage-related enterprises to expand into international markets.

One step further: Article 17 of the "15th Five-Year Plan for the Protection and Transmission of Cultural Heritage," issued in September 2026 by the same two general offices, calls for "deepening the empowerment of historic classic industries through intangible cultural heritage." A plan for preservation on one side, an opinion on industrial development on the other—both point to the same judgment: old crafts are not only objects to be preserved, but an industry expected to climb.

A commentary in the Economic Daily put it bluntly: cultural advantage is not automatically industrial advantage; a craft must still connect to the chains of branding, standards and markets.

What does the Opinions on historic classic industries have to do with heritage craftspeople?

Very directly. The document treats old crafts such as arts and crafts as an industry to be planned: cataloging crafts and production areas, supporting the recording of techniques and their upgrading, setting rules through standards and brands, and building platforms for going global. For craftspeople, their work now has a place not only on the heritage list, but on the national industrial map.

Does "smart upgrading" in the document mean machines replacing handwork?

The same document calls for "rescue recording of core techniques and restoration of original processes." The direction is to let technology help—improving production management and yield—rather than replace core hand processes. Balancing fidelity with innovation is exactly what this document keeps calibrating.

What kind of brand is YUNHEMING, and what does it do?

YUNHEMING is a heritage brand under Future Silk Road (Shanxi) International Cross-border Supply Chain Co., Ltd. Built on the Pingyao polished lacquerware technique, it curates authentic heritage crafts from across China for global markets. Standards, branding and going global—the very words of this document—are the road this brand has been walking.

An industrial policy document will not make any object more valuable tomorrow. But it confirms one thing: crafts that take time deserve to be treated as a serious industry. Have the old crafts around you been taken seriously these years? Tell us in the comments.
