English
In Japan, people habitually call certain craftspeople "living national treasures." It is an informal name; the formal term is "holder of an Important Intangible Cultural Property."
It comes from a 1950 law, the Law for the Protection of Cultural Properties. That law brought "intangible" cultural properties into its scope, placing them in the same system as visible buildings and objects.
The word "intangible" is the key: what is protected is no longer a work, but the craft that makes it—and the person who holds that craft.
Later, quite a few places drew on this line of thinking.
This system has something quite particular: it designates a person, not a thing.
A designated holder takes on two duties—to record the craft and to pass it on. The state provides support, and asks them to demonstrate in public, to take part in performances, and to teach.
So the system is not merely an honor. Honor comes with obligation: being able to do it is not enough—the craft must survive within the system.
It answers a concrete difficulty: a technique usually lives in only a few bodies, and people age and pass. The survival of a craft stalls right at the person.
Beyond the title, the system leaves a by-product: many techniques once known only in the countryside, through systematic recording and public demonstration, gradually gained archives that can be checked and viewed.
For such techniques, being carefully recorded is often more solid than any title.
China has taken another path, but the direction lines up.
We operate a system recognizing national-level ICH heritage bearers, likewise placing the person at the center of protection: recognition, subsidy, training, and recording.
The two countries' methods differ, yet their hard problems resemble each other: technique can be recorded, feel may not be; a title can be granted, but the young may not come.
Studying another's system is not for copying, but for seeing clearly which obstacles are shared on one's own road. Across the sea, both are answering one question: for a craft that lives through people, what can a system do for it?
