The starting point of a nomination is not at the United Nations but at the doorstep of one's own country.

Under the Convention's mechanism, only States Parties are eligible to submit nominations. That is, for a local craft to head toward a world list, the starting point is entry into its own country's national list of representative ICH items—first becoming "nationally recognized" earns the ticket to a "world nomination." And that domestic gate itself requires a whole set of procedures—investigation, review, public announcement—often measured in decades.

One easily overlooked yet crucial principle lies within the Convention's mechanism: a nomination must reflect the participation of the relevant communities and groups, and obtain their prior, informed, and free consent.

In plain terms: it does not count for the government and experts to declare a craft important; the people who transmit it and live alongside it must know of and agree to the nomination. The dossier must state clearly how the heritage is held by the community and how the community will benefit. The underlying message of this principle is that the owners of ICH have always been people and communities, never documents.

Once the materials are complete, they go to a body called the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage.

The Committee is composed of representatives of member states elected by the States Parties, and usually meets at the end of each year to review the nominations of the various countries. What the review examines is not whether a craft "looks good," but whether it reflects the cultural diversity of the relevant community, whether it has sustained transmission practices, and whether the safeguarding plan is feasible—in a word, it examines how alive the craft is.

There is more than one possible outcome: entry into the Representative List of the Intangible Cultural Heritage of Humanity is a distinction; inscription on the List of Intangible Cultural Heritage in Need of Urgent Safeguarding means the craft faces threats and requires concerted international rescue; and there is also a Register of Good Safeguarding Practices, devoted to well-executed safeguarding cases.

Interestingly, many countries have gradually come to realize that inscription on a list is not the end, nor even the point.

A list brings visibility, resources, and cooperation, but whether a craft survives still depends on the people who push open the workshop door every morning. No matter how strict the review, it cannot replace the patience of a heritage bearer teaching an apprentice or the resolve of a young person returning home. This is the most consistent lesson from every country's experience: a list protects the "name," but it is the community that guards the "craft."

The world's lists hand a craft a certificate; behind the certificate there are still pairs of hands.
